UV Express

UV Express is a license to operate utility vehicles, particularly vans, as an alternative mode of public transportation in the Philippines. The license follows the franchisee model.
== History ==
In 1993, Toyota Motor Company in the Philippines introduced the Tamaraw FX. This vehicle was designed and marketed as a smaller type of utility vehicle (as compared to the larger utility vehicles in countries like the United States). The Tamaraw FX could basically seat a driver and one passenger in front, three passengers in the second row, with a relatively large space left for luggage. This luggage space could also be used to provide additional seating space, although with a rather limited legroom. This vehicle, as well as comparable offerings from other automobile manufacturers, would eventually be used as a form of public transport, colloquially referred to as the "FX".
In 1994, the first batch of FX Tamaraws and Isuzu Hi-Landers rolled out and hit the streets of different parts of Metro Manila. This created a new service vehicle that had a maximum seating capacity of ten passengers, which was bigger than a regular taxi and more convenient compared to the services offered by the public utility jeepneys. The "FX" became established as the more convenient and hassle-free mode of public commuting because of the AUVs' air-conditioning units, making it conducive to the Philippine climate. Due to demand, operators and commuters recognized the need for more FXs/AUVs to serve the country.

In 1995, uncertainty blanketed the AUV’s existence. They were being apprehended left and right by traffic enforcement agencies. They were operating illegally and against the regulations imposed by the Certificates of public Convenience granted to them. This alleged Violation became a means of extortion by unscrupulous traffic enforcers on the hapless, marginalized drivers for 2 long years, until Mr. Jun Magno realized that there is a need for change to protect the interest of the poor, abused, marginalized public utility driver.

Mr. Jun Magno acted and coordinated with the various Government Agencies concerned. He spearheaded relevant and exploratory talks with the DEPARTMENT OF TRTANSPORTATION AND COMMUNICATION (DOTC), the LAND TRANSPORTATION FRANCHISING AND REGULATORY BOARD (LTFRB) AND THE LAND TRANSPORTATION OFFICE (LTO). Talks generally aimed at addressing the problems that beset the sector. Through the efforts of then LTFRB Chairman Dante Lantin, Memorandum Circular 97-011 was issued which is known as the Filcab service routes. Unfortunately, the Memorandum Circular have restrictions, hence it make matter difficult for them to implement it.

With such an obstacle, the CONFEDERATION was formed, mainly to represent the marginalized sector of the FX/AUV operators and drivers. Thus, transport luminaries such as Atty. Jose "Nonong" Ricafrente, Arlene Mateo, Martin Hierco and Jun Magno stood united to assist the Public Transport and Drivers comprising the aforementioned sector.

After a series of consultations with various FX groups, thru the relentless effort of Mr. Jun Magno a unified consensus was formed. These proud luminaries took up the cudgels and started to unite albeit informally with all majority of the AUV's. On December 12, 1997, it is the beginning and formal gathering of AUV's to protest against M.C. 97-011, there were three thousands (3,000) units that went up and stood proud and gallantly fought for their rights.

On January 6, 1998, other transport luminaries united and jointly paraded on the streets in protest, now there are about six thousands (6,000) units. The cries became the voice of the people and public interest. Finally, the government could no longer remain silent because the concern of the general public transport was now evident.

A series of dialogue between the transport leaders and LTFRB Chairman Dante Lantin was held. A more acceptable compromise was soon reached. Department Orders 98-1127 was signed by DOTC Acting Secretary Josefina T. Lichauco. Thus, the Mega Taxi was formerly introduced.

The formation of the Confederation is to serve the public transport and the interest of the commuters. The primary purposes is to provide an accountability and responsibility as a service to the AUV sectors, and to voice the concern of public transport group. With this objective in mind, an organization is formed to oversee all concerned AUV Associations. On May 17, 1998, the Confederation of FX/ Hi-Lander/ AUV Operators and Drivers Associations Inc. (COFHAODA) was formally registered with the Securities and Exchange Commission with 14,000 members.

In late 1998, LTFRB issued a Moratorium for the Issuance of New Franchise Certificate of Public Convenience. Since, there is a Moratorium for the Issuance of New Franchise; we operate without legitimate franchise from LTFRB. We are forced to deal with different traffic enforcers and LTO in exchange.

In early year 2001, President Gloria Macapagal Arroyo appointed Retired (PNP) Gen. Leandro Mendoza as Secretary of DOTC. With all of the problems besetting the AUV transport sector the COFHAODA thru the able leadership of its President Jun Magno, has remained steadfast in its commitment to safeguard the interest of its members and that of the commuting public.
July 6, 2001 – the Confederation formally expressed to DOTC Sec. Larry Mendoza through an official letters addressing to him on all the problems encountered by the AUV’s transport sector specifically on colorum.
In early August 2001, DOTC Sec Larry Mendoza held formal meetings with concerned COFHAODA officers including the Legal Adviser Atty. Jose Ricafrente and Transport Consultant Mr. Buddy Santos.
During the meeting with DOTC Sec. Larry Mendoza, he gave his word that he would come up with a solution on the problem presented by COFHAODA in regards to the franchise and colorum vehicles. And also the syndicate that is operating from the office of LTFRB and LTO, informing him that the syndicate is issuing fake franchise in the amount of thirty five thousand pesos (PHP 35,000) and fake LTO sticker for three thousand pesos (PHP 3,000) respectively.
October 5, 2002, the officers of COFHAODA headed by its President Mr. Jun Magno held a press conference and expose the illegal activities of some corrupt officials of LTFRB and LTO.
November 26, 2002, DOTC Sec. Larry Mendoza fulfilled his promise to the COFHAODA and issued Department Order No. 2002-75 known as “Asian Utility Vehicles (AUV) Services”
July 21, 2003 - The different jeepney organizations launched their "Tigil Pasada" denouncing that the Asian Utility Services (AUV) encroached the PUJ operations. Due to the political crisis in the country, President Gloria Macapagal Arroyo directed DOTC to stop the issuance of franchise of AUV's. Chairman Dante Lantin was informed by Usec. Valdez through the verbal instruction of the President to put on hold the issuance of franchise for the AUV's.
Again, the transport groups became a victim of unscrupulous enforcers of MMDA, LTO and PNP including some Barangay Officials.
February 5, 2004, the Confederation of FX/ Hi- Lander/ AUV Operators and Drivers Assn. staged another rally in front of Land Transportation Franchising and Regulatory Board and asked Chairperson Bautista to legalize our operation; the rally lasted for seven hours and resulted in a massive traffic jam along a major highway.
Chairperson Bautista sat down with us and promised that her office will issue the temporary permit to operate. But, no temporary permit was issued by the LTFRB, only empty promises.
July 20, 2005, they were unable to solve the problem for the drivers and operators, the COFHAODA went to Malacañang to seek the help of President Gloria Macapagal Arroyo regarding the franchise problem.
July 21, 2005, Chairperson Ma. Elena Bautista issued the Memorandum Circular No. 2005-023, "MODIFYING DEPARTMENT ORDER NO. 2004-52 RELATIVE THE OPENING OF AUV/VAN EXPRESS SERVICE AS NEW PUBLIC LAND TRANSPORT CLASSIFICATION". but later AUV Service rename POINT-TO-POINT or P2P
We thought that the MC No. 2005-023 is the ultimate solution to our present problem, but, we are wrong, the Memorandum Circular would only render thousands drivers jobless because of the provisions and restriction of the MC No. 2005-023.
August 3, 2005, another rally was held and denounced the LTFRB MC No.2005-023 to amend some provisions in Memorandum Circular and the ouster of Chairperson Bautista. The rally lasted six hours and went straight to Malacañang Palace. We assembled about three thousand drivers and operators, and took a motorcade to Malacañang but the group was block by PNP Anti-Riot Squad in Morayta in which we held our program and aired our grievances against the leadership of Chairperson Bautista.
August 15, 2005, we staged another strike was held on the same issue, the officers and members of the COFHAODA decided to hold a rally every week until Chairperson Bautista is relieve or replace with somebody who can help and solve the worsening problem of the transport industry.
In October 2006, Retired General Thompson Lantion (PNP) replaced Chairperson Bautista as Chairman of LTFRB.
February 13, 2007, newly appointed Chairman Lantion of LTFRB issued Memorandum Circular 2007-007 known as "COMPREHENSIVE GARAGE TO TERMINAL (GT) EXPRESS" to replace P2P to GT Express.
On 2009 Mr. Alberto Suansing was transfer from LTO as Assistant Secretary to LTFRB Chairman and again renamed the GT Express to UV Express....
